Greater Rochester Chamber of Commerce Welcomes Kate Beale as Senior Director of Advocacy, Governmental Affairs, and Public Policy
May 26, 2026 (ROCHESTER, NY) – Greater Rochester Chamber of Commerce is proud to announce the appointment of Kate Beale as Senior Director of Advocacy, Governmental Affairs, and Public Policy, effective May 26, 2026. Beale brings more than two decades of bipartisan policy leadership and a distinguished record of driving economic growth and shaping legislation at the highest levels of government. She will leverage her public and private sector expertise to champion Greater Rochester's business community, advance the region's economic and civic interests, and forge powerful connections between local businesses and government.
A Rochester native, Beale brings more than 20 years of experience leading bipartisan policy initiatives across the legislative, executive, and private sectors. She previously served on Capitol Hill under U.S. Senators Hillary Rodham Clinton and Kirsten Gillibrand, where she worked directly on policy affecting New York's economic competitiveness and constituent interests. In the federal government and at the White House, she contributed to executive-level policy development on issues with far-reaching implications for American business and global engagement. In the private sector, Beale held senior roles at PhRMA (the Pharmaceutical Research and Manufacturers of America trade association), Crowell Global Advisors, and Meridian International Center, where she led efforts to advance economic development, expand global trade, and attract international investment. Beale's commitment to community and global citizenship is also rooted in her service as an agricultural Peace Corps Volunteer in Paraguay, an experience that deepened her understanding of how local economies connect to and compete within global systems, and continues to inform her policy and advocacy approach today.

She will drive advocacy strategy, leverage deep relationships with elected officials and government agencies, and serve as a strategic resource for Greater Rochester's business community on issues critical to the region's growth — including economic development, infrastructure investment, trade, workforce, and the regulatory environment.
