Rochester Childfirst Network Executive Director Honored as 2025 Human Service Workerof the Year

ROCHESTER, NY – The Federation of Social Workers, IUE-CWA 81381, AFL-CIO, has named Ann Marie Stephan, MS EI, Executive Director of Rochester Childfirst Network (RCN), the 2025 Human Service Worker of the Year (Private Sector). The award was presented Friday, October 31, 2025, during the Federation’s 19th Annual Human Service Awards Luncheon at the Floreano Riverside Convention Center.

This recognition celebrates Ann Marie’s tireless advocacy for children, families, and early childhood educators across Greater Rochester. Under her leadership, RCN has strengthened its programs supporting early learning, special education, and family childcare—ensuring that all children, regardless of circumstance, receive a strong, safe start in life.

“Ann Marie’s genuine leadership to our community and to the well-being of children and families is reflected in every aspect of her work,” said Dr. Lisa McCabe, Board Chair of Rochester Childfirst Network. “She brings passion, integrity, and a deep understanding of what families and educators need to thrive. This award recognizes not just her vision, but her daily work to make quality early education accessible and equitable.”

With more than two decades of experience in early intervention and nonprofit leadership, Stephan has guided RCN through strengthening programs and building community partnerships that improve affordability, access, and inclusion for hundreds of Rochester-area families each year.

“This honor truly belongs to the incredible team at RCN,” said Ann Marie Stephan, MS EI. “Our teachers, caregivers, and family child care providers are the heart of our mission. Together, we’re creating opportunities for every child to learn, grow, and succeed.”

The Federation of Social Workers annually recognizes individuals and organizations making a significant impact on human services across Monroe County. This year’s honorees also included leaders from the City of Rochester, the Rochester Fire Department, and several local nonprofits.
