Delphi Rise Awarded $459,524 to Bring Substance Use Clinic Services into Trusted Community Spaces
Only awardee in the 9-County Finger Lakes Economic Development Region; funding from NYS OASAS will support in-community clinic services for hard-to-reach individuals at partners like ROCovery, Volunteers of America, His Branches, and local shelters
Rochester, NY — Delphi Rise has been selected by the New York State Office of Addiction Services and Supports (OASAS), on behalf of Governor Kathy Hochul, to receive $459,524 through the In-Community Clinic Services (RFA SETT 25006). The anticipated contract period is January 1, 2026, through December 31, 2027. Delphi Rise is the only organization in the Finger Lakes Economic Development Region to receive this award.
With this investment, Delphi Rise will provide substance use disorder treatment through licensed clinicians and peer-led support from individuals with lived experience. Services will be offered in trusted community settings—including ROCovery, House of Mercy, Volunteers of America, His Branches, the Mental Health Association, and a broad network of partners across Rochester—to reduce transportation barriers, stigma, and other obstacles that often prevent people from seeking help.

The program will center on a peer-led approach, ensuring that individuals with lived experience in substance use and recovery are part of every care team. These peers offer understanding, encouragement, and hope to people who may not yet be ready to engage in treatment, helping to build trust and guide them toward stabilization and recovery.
